Notre village ne se meurt pas. Frelighsburg se transforme :

Suite à
la formation d'un comité de citoyens qui devait avoir pour objectif de
proposer une vision d'ensemble pour le développement harmonieux de
l'ensemble du territoire de la municipalité, une démarche
concrète et imposée semble se dessiner qui a pour but le
lotissement et la construction d'un ilot domiciliaire...
Avons-nous
besoin de construire un développement domiciliaire pour augmenter la
population de la municipalité?
-La
démographie de la municipalité oscille depuis plusieurs
décennies, se maintenant autour du nombre actuel. Pourquoi être plus nombreux?
-Pour avoir le
nombre d'enfants suffisant pour maintenir l'école du village, il
faudrait 20 naissances par année. Même 20 nouvelles familles ne
pourraient en apporter autant. On devrait peut-être voir à jumeler
l'école de Dunham durant une partie de la scolarité primaire...
ou donner des formation professionnelles...
Qui seront ces
nouveaux villageois? Qui réalisera le projet?
-Y a t’il
des personnes (familles) intéressées à s'installer ici?
-Cette nouvelle
population travaillera où?
-Le promoteur qui
achètera le ou les terrains, va t’il développer en harmonie
avec le village ou développera t’il, avec comme seul souci, de
faire un maximum d’argent en dépensant le moins possible?
-À moins
que je me trompe, on ne peut pas choisir un promoteur!
Nous ne sommes pas
dans la même situation qu’en Gaspésie ou au Lac Saint-Jean.

-Nos cidreries ont
maintenant une renommée internationale,
-Faisant partie
des plus beaux villages du Québec, notre petit village a une
activité touristique qui fait l’envie de plusieurs régions
excentrées du Québec,
-Le
développement actuel de l’école du Festiv'art et le
foisonnement artistique déjà existant sera une source
d’activité majeure à moyen et long terme,
-La nouvelle vie
de l’édifice Missisquoi dynamisera le cœur du village ...
-Notre population
est fortement scolarisée et aisée.
-Depuis quelques
années, plusieurs babyboomers se sont installés et continuent
à s'installer ici.
-Que faisons-nous
pour eux?
-Ne devrions-nous
pas développer des services pour eux? Encourager des
entreprises ayant cette clientèle à s'installer ici?
Frelighsburg ne sera jamais ce qu'il était autrefois.
-Ne mettons pas la charrue devant les bœufs comme on l'a fait avec
le dossier des eaux. Créons de l’activité et du travail,
ensuite les personnes intéressées à s’installer
parmi nous, viendront.
-Avant de construire du neuf, ne devrions nous pas rendre les maisons
non-habitées du noyau villageois, abordables (élimination de la
taxe de Bienvenue).
-L 'envie d'augmenter la population sans créer de travail sur place,
un non-sens… écologique!
-Les
solutions de développement de type "banlieue" en lotissement
sont dépassées, c'est le type de développement en vogue
dans les années '50 dans les Laurentides (St-Sauveur, Mont Tremblant
entre autre). Cela ne correspond pas à l'esthétisme d'un des plus
beaux villages du Québec.

Our municipality is not dying; Frelighsburg is changing,
PIERRE PARENT, FRELIGHSBURG, 2010/06/30.
Following the formation of a citizen committee whose object was to propose a development
vision for the whole municipality, a concrete and real step seems to emerge for
the idea of building a housing development in town.
Do we need a housing development to increase the population of our municipality?
-For decades, the
demography of the municipality
has fluctuated around the current
number. Why should it increase?
-To have the required amount of children to maintain the town school open, 20 births
per year would be needed. Even with 20 new families, this is not possible. We should
think about the possibility of twinning with the Dunham school for part of the primary
... and/or use the school for professional training...
Who will be the new villagers? Who will be the property developer?
-Are there persons (families) interested to settle here?
-Where will these new villagers work?
-Will the promoter who will buy the land, develop it in harmony with the patrimonial aspect of our town
or will he develop with the only goal of making a maximum amount of money and spending the least?
-I might be wrong but I don't think a property developer can be chosen.
We are not in the same situation as little towns of Gaspesie or Lac St-Jean.
Our municipality is not dying. Frelighsburg is changing :
-Our cider producers now have an international renown,
-As one of the most beautiful small town of Quebec, our little town has
a touristic activity that the whole outlying region envies,
-The development of the Festiv'art Art School and the abundance of the
Frelighsburg artistic creators will be a major source of activities in
the near future and in the long term,
-The new life of the Missisquoi building will revitalize the heart of the town...
-Our population has a high level of schooling and is generaly wealthy.
-For the past few years, babyboomers have started moving here.
-What are we doing for them?
-Should we not offer them appropriate services? Encourage firms with those potential clients to settle here?
Frelighsburg will never be the same as it previously was!
-We should not put the "cart before the horse" like it was done for the water issue.
Let's first create activity and work, then interested people will come.
-Before building new houses, should we not make affordable the vacant houses in the centre of
town (ex.: elimination of the Bienvenue tax...)
-The idea of increasing the population without creating jobs in the municipality is an ecologic nonsense!
-Suburban development solutions are "passe". These solutions were the kind of development
fashion that were popular in the '50s. It does not agree with the estheticism of one of the
most beautiful small towns of Quebec.
